2. Mission
To provide sound legal guidance, develop and enforce effective regulatory frameworks, and ensure that all activities within the energy and minerals sectors comply with national laws, international standards, and best practices.

                           Core Objectives
1.    To ensure that all legal instruments, contracts, and agreements within the Ministry are consistent with national legislation and policy objectives.
2.    To strengthen legal and regulatory frameworks governing the energy and mineral resources sectors.
3.    To protect the legal and economic interests of the State in all sectoral transactions and negotiations.
4.    To promote transparency, accountability, and good governance in the management of natural resources.
5.    To build institutional legal capacity through training, awareness, and technical support to other departments and agencies.
6.    To ensure compliance with environmental, social, and safety regulations in all legal processes.

                            Roles and Responsibilities
A. Legal Advisory and Compliance
•    Provide legal advice to the Minister, Director General, and all departments on laws, policies, and regulations related to energy and minerals.
•    Ensure that ministry operations and decisions comply with national legislation and international obligations.
•    Interpret and draft laws, regulations, and directives relevant to the sector.
•    Review and update existing legal frameworks to align with sectoral reforms and new developments.
B. Contract and Agreement Management
•    Draft, review, and negotiate contracts, MoUs, licenses, and agreements with investors, companies, and other entities.
•    Safeguard the interests of the government in all agreements related to exploration, production, and resource management.
•    Ensure fair, transparent, and enforceable contractual terms that comply with the law.
C. Dispute Resolution and Litigation
•    Represent the Ministry in legal proceedings, arbitration, and disputes.
•    Coordinate with the Attorney General’s Office and other relevant bodies in legal matters.
•    Mediate and facilitate settlement of disputes between the Ministry, investors, and third parties.
D. Policy and Legislative Development
•    Participate in drafting, reviewing, and implementing policies, bills, and regulations affecting the energy and minerals sectors.
•    Provide legal input in the development of national strategies and sectoral reforms.
•    Ensure consistency between sectoral policies and broader national legal frameworks.
E. Legal Capacity Building
•    Organize training and workshops for ministry staff on legal compliance, contract management, and governance.
•    Build institutional capacity to handle legal and regulatory matters effectively.
